06-SEP-02 - WATER SYSTEM FLUSH 9/9/02

From the Pittsfield Charter Township Utilities Department...

The Brookside water system will be flushed on Monday, September 9, 2002, commencing at 11:00 AM and ending at approximately 3:30 PM.

The purpose of the flushing is to remove iron deposit build-up in the water mains, which causes discoloration of the water. Washing of clothes should not be done during flushing and until the water runs clear.

Thank you for your consideration during this time of inconvenience.

02-SEP-02 - UPDATE: NEWS ABOUT PITTSFIELD WATER AND GARBAGE

News courtesy of Jack & Cindy Hentz - JWHentz@aol.com

Neighbors:

I finally received an answer back from the Pittsfield Township Supervisor concerning why our water rate has increased from $19.50 four times a year to the current $23 six times a year. Actually, he handed the following information to Cindy while she was at work.....

The following is a memorandum from Tracy Watkins (Accounting Manager) to James Walter (Supervisor) dated May 21, 2002, regarding the Brookside subdivision:

I have been investigating the shortage in the Brookside account and have come up with the following charges that are related to this account.

1. Utilities: Brookside is charged a utility charge from Detroit Edison each month. Annual estimated cost: $1,140.

2. Lawn Service: Brookside is mowed for about $40 per cut. Annual estimated cost: $960.

3. W&S Charges: Pittsfield Utility Department bills Brookside for labor, water sample testing and miscellaneous repairs. Annual estimated cost: $2,150.

4. State Charges: Michigan Department of Environment charges the Brookside account for yearly fees and fines. Annual estimated cost: $750.

Total estimated expenditures: $5,000.

The current billings are estimated at $19.50 per house hold (53) per quarter which produces an annual revenue stream of $4,134.

This is a short fall of about $866 per year or more.

I propose that the flat rate of $19.50 be increased to $25. This would generate a revenue stream of $5,300.

Total estimated Revenues: $5,300
Total estimated Expenditures: $5,000
Difference: + $300 (for unanticipated expenditures)

************END OF MEMO*********************************************

Two items jumped out at Cindy and I concerning this memo.
1. We received the following from the Pittsfield Clerk (Ms. Lirones) just two weeks ago:
"I don't believe there is a question about ownership of the land that the well sits on - a preliminary title search has indicated that it is owned by Pittsfield Township."
If this is true, and Pittsfield owns the pump house property, then why are we being billed for lawn service? Apparently we have been billed for an unknown number of years now. Maybe it is time for the Association Board (rather than 50+ individual households) to question this, and investigate whether or not we are entitled to a "refund" for all the years this has occurred? The Township should be able to tell the Association how long this billing has been going on.

2. Why is Brookside paying for any fines levied by the Michigan Department of Environment? If Pittsfield Township is not complying to some kind of state law, why are we having to pay for their lack of maintenance/compliance? Again, this is something that the Association Board could also question (on behalf of everyone).

Just a final comment.....you will notice that if we were to eliminate the mowing bill, Pittsfield would no longer have a short fall in our account (and therefore, a reason to increase our water bill).

26-AUG-02 - IMPORTANT NEWS ABOUT PITTSFIELD WATER AND GARBAGE

News courtesy of Jack & Cindy Hentz - JWHentz@aol.com

Hopefully you have noticed some changes lately in our Pittsfield Township utility (water and trash pickup) bill. The billing cycle has changed from 4 times per year to the current 6 times per year. Additionally, our last bill showed an increase in our water rate from $19.50 to $23.

The trash pickup rate has remained the same as it was last year, however, with the two additional payments for 2002, it appears that we are paying 50% more for this service. Cindy sat down with the Utilities Department and went over our bill with them, since she was not aware of any (trash pickup) rate increases for other Pittsfield Township subdivisions. Sure enough, the Utilities Department admits that they have made a "mistake" in our billing. The rate for 2002 should have been the 2001 yearly rate divided by 6 payments instead of 4. Because of the billing error a couple of things will happen on our next bill. First, the amount will be adjusted down so that the six payments equal what we used to pay, and second, we will be receiving a one-time credit on the bill for the amount we have paid in "excess" of the correct payment amount. The credit is necessary because of the way the billing system works.

I have been in contact with the Pittsfield Township Supervisor to try to get an explanation as to why our water rate has increased on top of the additional two payments we are now making. Overall this year, we will experience an increase of around 64% for our water bill. It has been about a week now, and I am still waiting for an "official" response. Mr. Walter has mentioned to Cindy (in passing) that the rate increase was a result of a cost study the Township had done. I am curious to see exactly what this cost study has come up with. As soon as I hear back from Mr. Walter, I will pass along his answer.
